Orange City Schools is committed to excellence through the implementation of the Marzano High Reliability Schools (HRS) framework—a research-based, data-driven model developed by Dr. Robert J. Marzano. Drawing on principles from high-reliability organizations, the HRS framework guides schools through a continuous improvement process that ensures every student has access to a high-quality education.

The framework is structured into five progressive levels:

  1. Safe, Supportive, and Collaborative Culture
  2. Effective Teaching in Every Classroom
  3. Guaranteed and Viable Curriculum
  4. Standards-Referenced Reporting
  5. Competency-Based Education

Each level builds upon the previous one, helping schools grow in a focused, measurable way. The process emphasizes ongoing reflection, evidence-based strategies, and data-informed decisions to enhance student learning and staff effectiveness.

Level 1 Certification

We are proud to announce that Moreland Hills Elementary School and Brady Middle School have both earned Level 1 High Reliability School certification through Marzano Resources!  Orange High School is soon to follow.

This distinction recognizes the strength of our schools’ safe, supportive, and collaborative cultures, which are essential for student and staff success. Certification is valid for five years and reflects a district-wide commitment to cultivating positive learning environments.

Looking Ahead

Building on this success, Orange Schools are actively working toward achieving Level 2: Effective Teaching in Every Classroom and beyond. As we progress through each level of the framework, we remain focused on ensuring that:
